An assailant attacked the home of our resident. We would not dwell on the cause of the incident as the case has been handed to the Police for investigation. We do see the URGENT need to tighten the Security at point of entry.

Though the assailant is know to the house owner. It's still a matter of Security at our Taman is concern.
Apart from this incident, there was also 2 burglary cases (Our Blog) reported in our TAMAN this month (April 2012) alone.Thus we the KRT Committee Members see the URGENT need to STRICTLY tighten the Security in our Taman. We would like to bring to our Residents' attention the following measures we are going to implement.

1.       Vehicles (non-resident) entering our Taman without Security stickers MUST register with our Guards at Point of entry.

2.       Vehicles (resident) entering our Taman without Security stickers MUST register with our KRT Secretary, failing which the resident must register with our Guard on every entry.

2.1.    There will be a Restricted Security sticker for vehicles ferrying children from Kindergarten / Taska in our Taman.

2.2.    Restricted Security stickers will be charged a deposit of RM30 (refunded upon return).In case of lost stickers, replacement will be charged RM30 and a copy of Police report is required.

2.3.    Restricted Security stickers holders will be allow entry ONLY from 7.00 am to 7.00 pm without the need to register with the guard. However entry beyond the stipulated times, they still need to register with our guards.

2.4.    Restricted Security stickers applicants must apply via our KRT Secretary and must have the chop and sign of  Kindergarten / Taska to certify their children enrolled with them.

ALL Residents & parties involved will be informed via Circular and/or letters.

Security card entry system is current in planning stage, once feasible studies is to be favourable, we will implement it.

Kawasan Rukun Tetangga Taman Putra Prima Fasa 2A is registered with Jabatan Perpaduan Negara and govern by Essential (Rukun Tetangga) Regulation 1975 (P.U (A) 279/75)

Some parts of the regulations extracted from the Regulation

5C The Rukun Tetangga Area Committee shall carry out in the Area in respect of which it is appointed-

a)      such activities as promote, develop or maintain, or are conducive to the promotion, develop or maintenance of -

         i.               Neighbourliness, goodwill, co-operation, harmony and mutual trust and confidence among the residents of the Area

       ii.               The welfare, well-being, health, safety and security of the residents of the Area

8(1) A  Committee shall have the following functions and duties:

a)      to generally maintain observation of all aspect of the security, safety and the well-being of residents and of the Sector community as a whole

b)      to  actively enquire into matters relating to the prevalence of any unlawful activity within the Sectors and convey information in relation there to a Director

f)       to take such steps as may be necessary or desirable to enable the residents to protect themselves against all forms of subversive or other criminal activities  and against flood, fire, landslide, or other occasion of emergency or danger.

g)      to maintain observation of, enquire into, matters which may have an injurious effect in the economic,  life, health or morals of the residents.

  

9(1) The Committee shall have the following powers:

b)      to require any person to answer any question in relation to the carrying out of the Committee’s of the functions and duties under regulation 8

c)       to require any person to answer any question regarding such person’s knowledge in respect of any unlawful activity

d)      the power to require any residents to give assistance by the provision of services or use of any property in the event of any flood, fire, landslide, public disorder or other circumstances whatsoever which renders such assistance necessary

e)      such other powers as are provided under these Regulation or under any Order

47. A Director or any officer appointed under these Regulations, a member of a Registration Sector Committee, a member of a Registration Security Sector Committee, an Area Committee, or a Scheme Committee, or Ketua Jiran, or a Ketua Jiran Kawasan, or a qualified resident or volunteer resident whilst on patrol or guard duty, shall deemed to be a public servant within the meaning of the Penal Code in force in Malaysia. (Penal Code P.U.(A) 23/83)

48. The Public Authorities Protection Act 1948 shall apply to any action, suit prosecution or other proceedings against a Director, or any officer appointed under these Regulations, a member of a Registration Sector Committee, a member of a Registration Security Sector Committee, an Area Committee, or a Scheme Committee, or Ketua Jiran, or a Ketua Jiran Kawasan, or a qualified resident or volunteer resident, in respect any act, neglect or default done or committed in relation to these Regulations or any Order

49. These  Regulations and any Order shall prevail notwithstanding any law, other than the Emergency (Essential Powers) Act 1979 to the contrary
