In the wakes of sudden break-in occurred in our Taman, this meeting was called to address security issues in our Taman.

The meeting was attended by 5 committee members,Daljeet (Director of Amourguard),Jason Beh (Operations Manager of Amourguard) Sandeep (Supervisor of Amourguard)

Our KRT to issue Standard Operations Procedures with power of Authority pertaining to security issues.All Security power of Kawasan Rukun Tetangga as govern by Essential (Rukun Tetangga) Regulation 1975 (P.U (A) 279/75).

3rd Burglary in month of April alone

Our Secretary received a call from our Asst Secretary Ms Joanna Wong at around 1.30 pm saying that she felt something a missed at her neighbour's house. Our Security guard supervisor and the victim's relative living nearby was alert after Joanna called her neighbour.

Her email to all Committee Members (It's our Committee's normal practice to email/forward all correspondence/issues/quotations/queries to every Committee members)

I was the one who noticed and reported the case. I don’t normally go back home at that time, around 1 pm, and found that my neighbor’s gate and front door’s grille was open, but did not notice that the wooden door was ajar. Thought that aunty Lim has come back from kampung. So, I called out to her, but no response; and thought that may be she couldn’t hear me. Then, I went inside my house and tried to call her mobile just in case. When she told me that she’ll only be back tomorrow, then, I know something amiss, quickly I called Shandeep to come and check. The time I came out from my house to look over aunty Lim’s house, I found the wooden door was ajar. 

When Shandeep arrived, we went into the compound to check, only then we found that the ‘ear’ of the grille for the padlock was knocked off. Learning from other neighbors who were just came back, that they were all not at home this morning until then, at around 1pm something. (The following parts have been omitted, it's her suspicion.This is to protect her and webmaster from being taken legal action by any party for libel)

Residents please be advice to always lock your wooden door. As front door grilles can be open by force with ease.

Our Committee were supposed to have our Meet the Residents Event yesterday & today was called off. An Emergency Mesyuarat Khas was held yesterday evening.

Some residents find gated and guarded areas stifling and unfriendly

DESPITE a recent announcement of a drop in crime rate in Malaysia, residents of Section 6 in Kota Damansara do not feel safe despite living in a gated and guarded area.

While some openly welcome the need for extra safety measures, others feel the gated community is hampering their movement and more importantly, depriving them of a friendly neighbourhood.

Section 6 in Kota Damansara is a large area with over 800 terrace and bungalow houses.

Some sections there have had the gated and guarded scheme for a number of years.

Resident Al Padzul Abu Hassan, 47, believes residents have other choices to safeguard their homes instead of gates and security.

“It feels like an army camp. What happened to good old neighbourhood watches? Neighbours can help look out for each other’s homes. My neighbour and I do it all the time,” he said.

His neighbour Kok Choon Yin, 49, and he have always been looking after each other’s property when one of them is away.

“Locking each other’s gate (if the other forgets to close or lock), leaving the lights on during the balik kampung exodus and helping each other in times of need, are just some of the routines we practice. It has brought us closer,” added Kok.

According to them, they had tried implementing a Rukun Tetangga walkabout but after a few times stopped upon seeing the lack of commitment.

Some of the residents were frustrated when their neighbours did not participate.

Another neighbour, a former police officer, who wished to be known as Gan, said the job of ensuring public safety lies with the police and not the residents.

He said the police force had doubled but it was not enough to deter crime.

According to Al Padzul, they have seen police cars patrolling the neighbourhood every two hours but they believe the stations are understaffed. However, they claimed that the Kota Damansara police officers had been really helpful and responded quickly to distress calls.

Gan however, feels some officers can do more for the community.

“The officers should get down from the vehicle, get to know the residents, check if the cars and doors are locked. We used to do these things as it is part of looking after the people,” said Gan.

Al Padzul also thinks the police can tap into other resources like getting National Service trainees to do a three-month practical by policing neighbourhoods.

“This short practical stint can be included in their syllabus,” he said.

He believes the trainees can put their training to good use and it will save the Government a lot of money.

However, there are also residents who support the scheme because of the increase in robberies and snatch thefts.

Surau Al Falah chairman Che Mohammad Che Idris said snatch thefts are a daily occurrence near the surau and some even steal the money from the donation box placed inside.

“We have placed drums to block motorcycles from coming in. Although it does not deter them totally, we have seen a drop in the number of cases,” he added.

Aziz Mat Aris said the crime rate in his area had dropped significantly.

“I now get a good night’s sleep because I know it is safe.”

He added that the guards were really strict when dealing with motorcyclists and it had made them feel safe.

“It is not like the army security but it deters outsiders from coming in and it is not expensive since there are many residents,” he added.

His fellow resident Fathurrahman Abd Hamid who lives in Jalan 6/1 said the gated and guarded scheme depends on individul opinion.

Fathurrahman said the neighbourhood watch would only work for the first few months before everyone reverts back to their old ways.

He said it did not matter how many police officers were employed as they could not be everywhere at the same time.

“We have to care for our own area as well. There are definitely pros and cons to the gated and guarded scheme. We have to take many things into consideration,” he added.

When contacted, Petaling Jaya OCPD Asst Comm Arjunaidi Mohamed said according to their statistics, the crime rate in Kota Damansara has dropped.

He said if the residents felt the the crime rate had gone up, they should report this to the police.

When asked about the number of police officers in the Kota Damansara police station, he said: “We are planning to increase the number. It is an ongoing process. Sometimes, residents may not be able to spot the officers as they are in plainclothes but rest assured that they are patrolling t
he area.”

An assailant attacked the home of our resident. We would not dwell on the cause of the incident as the case has been handed to the Police for investigation. We do see the URGENT need to tighten the Security at point of entry.

Though the assailant is know to the house owner. It's still a matter of Security at our Taman is concern.
Apart from this incident, there was also 2 burglary cases (Our Blog) reported in our TAMAN this month (April 2012) alone.Thus we the KRT Committee Members see the URGENT need to STRICTLY tighten the Security in our Taman. We would like to bring to our Residents' attention the following measures we are going to implement.


1.       Vehicles (non-resident) entering our Taman without Security stickers MUST register with our Guards at Point of entry.
2.       Vehicles (resident) entering our Taman without Security stickers MUST register with our KRT Secretary, failing which the resident must register with our Guard on every entry.
2.1.    There will be a Restricted Security sticker for vehicles ferrying children from Kindergarten / Taska in our Taman.
2.2.    Restricted Security stickers will be charged a deposit of RM30 (refunded upon return).In case of lost stickers, replacement will be charged RM30 and a copy of Police report is required.
2.3.    Restricted Security stickers holders will be allow entry ONLY from 7.00 am to 7.00 pm without the need to register with the guard. However entry beyond the stipulated times, they still need to register with our guards.
2.4.    Restricted Security stickers applicants must apply via our KRT Secretary and must have the chop and sign of  Kindergarten / Taska to certify their children enrolled with them.
ALL Residents & parties involved will be informed via Circular and/or letters.
Security card entry system is current in planning stage, once feasible studies is to be favourable, we will implement it.  
NOTE:
Kawasan Rukun Tetangga Taman Putra Prima Fasa 2A is registered with Jabatan Perpaduan Negara and govern by Essential (Rukun Tetangga) Regulation 1975 (P.U (A) 279/75)

Some parts of the regulations extracted from the Regulation

5C The Rukun Tetangga Area Committee shall carry out in the Area in respect of which it is appointed-
a)      such activities as promote, develop or maintain, or are conducive to the promotion, develop or maintenance of -
         i.               Neighbourliness, goodwill, co-operation, harmony and mutual trust and confidence among the residents of the Area
       ii.               The welfare, well-being, health, safety and security of the residents of the Area

8(1) A  Committee shall have the following functions and duties:
a)      to generally maintain observation of all aspect of the security, safety and the well-being of residents and of the Sector community as a whole
b)      to  actively enquire into matters relating to the prevalence of any unlawful activity within the Sectors and convey information in relation there to a Director

f)       to take such steps as may be necessary or desirable to enable the residents to protect themselves against all forms of subversive or other criminal activities  and against flood, fire, landslide, or other occasion of emergency or danger.
g)      to maintain observation of, enquire into, matters which may have an injurious effect in the economic,  life, health or morals of the residents.
  
9(1) The Committee shall have the following powers:
b)      to require any person to answer any question in relation to the carrying out of the Committee’s of the functions and duties under regulation 8
c)       to require any person to answer any question regarding such person’s knowledge in respect of any unlawful activity
d)      the power to require any residents to give assistance by the provision of services or use of any property in the event of any flood, fire, landslide, public disorder or other circumstances whatsoever which renders such assistance necessary
e)      such other powers as are provided under these Regulation or under any Order
47. A Director or any officer appointed under these Regulations, a member of a Registration Sector Committee, a member of a Registration Security Sector Committee, an Area Committee, or a Scheme Committee, or Ketua Jiran, or a Ketua Jiran Kawasan, or a qualified resident or volunteer resident whilst on patrol or guard duty, shall deemed to be a public servant within the meaning of the Penal Code in force in Malaysia. (Penal Code P.U.(A) 23/83)
48. The Public Authorities Protection Act 1948 shall apply to any action, suit prosecution or other proceedings against a Director, or any officer appointed under these Regulations, a member of a Registration Sector Committee, a member of a Registration Security Sector Committee, an Area Committee, or a Scheme Committee, or Ketua Jiran, or a Ketua Jiran Kawasan, or a qualified resident or volunteer resident, in respect any act, neglect or default done or committed in relation to these Regulations or any Order
49. These  Regulations and any Order shall prevail notwithstanding any law, other than the Emergency (Essential Powers) Act 1979 to the contrary

Rakan COP

 

RakanCop is a COMMUNITY ORIENTED POLICING.
Bridging the community and police (PDRM), RakanCOP was introduced in 2004 with the intention of smart partnership with the community where the community become the eyes of police.

Rukun Tetangga Bill 2012 tabled

KUALA LUMPUR (April 17, 2012): The Rukun Tetangga Bill 2012, which seeks to make provisions relating to Rukun Tetangga areas, committees and voluntary patrols, was tabled for first reading.
The bill outlines the functions and duties of the Rukun Tetangga committee, which are to strengthen neighbourliness, goodwill, peace and security in communities including acting as mediators to help resolve community conflicts.

A member of the patrol scheme shall go on patrol or do guard duties not more than twice in a month.

A member of the voluntary patrolling scheme, who whilst on patrol duty or guard duty is liable, on conviction to a fine of not exceeding RM2,000 or imprisonment for a term not exceeding one year or to both if the member is found guilty of a few abuses such as wilfully giving false information; disobeys the lawful order or direction of a director or the committee; acts in any manner which is obscene, abusive or insulting; uses obscene, abusive or insulting language; acts irresponsibly such as sleeping, gambling or being under the influence of alcohol or drugs; acts negligently or in any manner which is prejudicial to the welfare of the area.
The bill also stipulates that a member who goes on patrolling scheme or guard duty for a period of not less than two hours consecutively after midnight shall, with written notice to his employer, be entitled to time off or be released from work with salary not exceeding four hours.

Members on patrol or guard duty will have the power to stop and inspect any person, vehicle or property in the designated area if he believes the safety of residents is affected.

The bill states that no legal action can be taken against a member if he had acted in good faith when discharging his duties.

The bill also calls for the appointment of a Director-General of Rukun Tetangga who will have the power to designate Rukun Tetangga Areas, appoint Rukun Tetangga area committees and centres to be used by the committee.

Burglary at our community

Dear Residents
We would like to bring to your attention that there has been 2 house burglary this month (April) within the span of less than 14 days apart.

This incident happened during daytime while the residents of the house was away.
Police report was lodged by resident, investigation completed suspect will be charged.

In view of the recent increased of daytime house burglary,the KRT Committee members planned to tightened the security at point of entrance (guard house). We are waiting for approval from relevant authorities to proceed with the implementation.


Proposed
1.       All vehicles without Stickers Pass issued by security office will need to registered with our security office and surrender their I/C or driver's license (with photo) before entry is allowed and document will be returned upon exit.
1.1.    All Residents' vehicles without Stickers Pass issued by security office must register their vehicles with our KRT Secretary.
2.       Card Entry barrier gate system will be implemented if sufficient funds available
3.       All Kindergarden/Tadika/Day Care Centre staffs and visitors whom are non-residents of our community must registered with KRT Secretary and a Restricted Sticker Pass will be issued. This Pass is valid easy entry from 7am till 7pm on weekdays.
3.1.    Outside stipulated time Restricted Sticker Pass holders will need to register with the security office by surrender their I/C or driver’s license (with photo) before entry is allowed and document will be returned upon exit.
4.       Any incident arise in event of non-cooperation, the security office will make report to nearest Police Station.
5.       All residents’ visitors/guests/staffs must register with our security office and surrender their I/C or driver's license (with photo) before entry is allowed and document will be returned upon exit.

For the Security and Safety of our Community , KRT Committee must take to task of enforcing stricter regulation.

Advertising Illegally

During our Committee members walk about we have find many eyesore signs,banners & posters being billed at trees, lamp post road sign even at traffic sign.Don't we all residents want to live in a beautiful environments ???

We have a section in our blog here which offer free advertisement. So to beautify our neighborhood and get free advertisement space. Use our blog BUY SELL section here http://tmnputraprima2a.blogspot.com/p/buy-sell.html  The purpose of this blog is to reach our Residents and your road side advertisements also to reach our Residents...post in our blog. That's killing two birds with a stone.

By posting on road signs/lamp post/trees/traffic sign is not only an eyesore but also illegal in Municipal bylaw (those without MP Sepang approval). 

The Committe will arrange a Gotong Royong style activity to removed all signs/posters/banners without Majlis Perbandaran Sepang approval. Photos will be taken of those being removed. If these illegal postings is repeated, we will not hesitate to report them to MP Sepang.

Hazards at back lane

9th April 2012

During our committee members walk about, we have found some parts of the back lanes are block with building material and large dumps . This will caused inaccessibility to vehicles. According to Municipal bylaw it's an offense and summons will be issued to house owner nearest to the pile of rubbish. The blockage of the back lane will cause delay in rescue work in case of emergencies. This will BOMBA / AMBULANCE easy access which will hamper rescue effort.

Residents are advice to cooperate in this matters by removing all piles of rubbish and construction materials. This is for safety of ourselves.


This tree have grown out of a residential house, This will cause in convenience to large vehicle access especially BOMBA.The rubbish/construction materials piles in the background.



These Water Apples (Jambu Air) are rotting and cause foul smell and maggots. These is a health hazard to neighbours.The rubbish/construction materials piles in the background.Closed up in foreground.
The Water Apples also clogged up the drains.

Our KRT Committee Members had a walk about to check on the Perimeter Fence on Lingkaran Putra Prima road (parallel to Jalan PP 1/2) . We have found the following torn/break in the perimeter's fence.
